About the Annual Budget
One of the annual duties of the City Manager is to recommend an annual balanced budget to the City Council, which serves as a financial blueprint, outlining where revenues will come from and how tax dollars will be spent. The Local Government Budget and Fiscal Control Act requires the City to adopt a new budget every year, specifying revenue origins and spending permissions. The City Manager has restricted authority to modify Council-approved budget ordinances without notifying the Council, and cannot increase funding without Council approval.
The City Council establishes a budget calendar each year, typically initiating the budget process in January and wrapping up by June. The budget must be adopted before June 30th. Prior to Council approval, multiple budget workshops and a public hearing are conducted, allowing Councilmembers to gauge public opinion on the annual budget.
