    The City of Lowell uses a mass communication database called Blackboard Connect to inform residents of water outages, community events, office closings, and emergency notifications.   • Proof of ID
    Prior to utility service being connected, the applicant must provide a valid driver's license, state issued photo ID, passport, or ITIN card. I understand that my application will not be processed until I provide a copy of this to Lowell City Hall.
  • In order to have homeowners' deposit of $150 waived, your proof of ownership MUST be provided. Proof of ownership can consist of deed, mortgage statement, or closing statement. Please upload a copy of this document here.
  • New Customer Agreement
    I agree that the information provided is accurate and that I am the individual associated with this information. I agree to submit this information to the City of Lowell in North Carolina and understand that this information will be used to start a Utility Account under the information I have provided. I understand that I will be held financially responsible for any charges associated with starting this Utility Account with the City of Lowell in North Carolina. Should any of the information that I provided by found to be false, I will pay the associated fees and penalties to have this information corrected.
  • New Account Activation Fee
    When starting a Utility Account there is a $50.00 Non-Refundable Activation Fee charged for all accounts that must be paid prior to starting service.
  • Renter Security Deposit
    When Renters start a Utility Account there is a $150.00 Security Deposit charged for all accounts that must be paid prior to starting service. This deposit will remain on your account until your account closes.
  • Next Steps

  • Please contact Customer Service at 704-824-3518, option 1 after you have submitted your application. New water account requests are accepted Monday thru Friday 8:30am-3:00pm. If your application is received after 3:00 pm, your service will not be started until the next business day. The new account activation fee, renters security deposit (if applicable), and a copy of your drivers license, state issued photo ID, passport, or ITIN card must be received prior to your service starting.
    It is the responsibility of the account holder to cancel services. A termination of services form must be completed to ensure cancellation. The termination form is available on the website.
