General Statement of Duties

 

Assists the Parks and Recreation Director in the organization and logistics for youth sports related to teams, volunteers, venues and operations.

 

Distinguishing Features of the Class

 

An employee in this class is responsible for assisting the Parks and Recreation Director in the organization and logistics for youth sports including the formation of teams, involvement of volunteers, venues and the smooth running of the seasons including supervising games and practices.  Work varies by season but includes preparing facilities and fields for departmental activities; cleaning facilities; overseeing the City’s athletics program, including marking ballfields, operating equipment, keeping scores, concession stocking and sales, and taking registration fees; and related activities.  Work subjects the employee to inside and outside environmental conditions, extremes in temperatures, and hazards associated with equipment operation including fumes, oils, gases and mists. Work is performed under the supervision of the Parks and Recreation Director and is evaluated through regular project updates, direct observation, citizen comments and quality and quantity of work produced.

 

Duties and Responsibilities

 

Essential Duties and Tasks

Coordinates and implements all athletic programs for youth, adults and seniors; oversees and assists in the maintenance and preparation of the facility and fields for athletic programs; coordinates all schedules and maintains all related records for all athletic programs; and maintains all inventories and purchases all athletic equipment, supplies and field preparation materials.

Leads and participates in the dragging, lining and preparation of athletic fields for play; ensures field is safe and not too wet, soft or have rocks or holes; mounts bases.

Leads and participates in a variety of cleaning activities for the Parks and Recreation building, restrooms, concession stands, parks facilities and other related structures; empties trash cans; repairs graffiti.

Keeps records and prepares reports on division activities such as playground checks and time worked; purchases basic supplies and makes recommendations to Director on larger purchases.

Handles requests for service and complaints concerning facility and grounds operations.

Inspects parks and facilities for safety and makes records for liability purposes; instructs workers and inspects work for adherence to procedures and standards and to assure safe working practices are followed.

Supervises games and league play including baseball, T-ball, basketball, soccer games and practice sessions.

Handles sports registrations-membership sign up and the collection of athletic fees.

Conducts formation of teams and maintenance of team rosters.

Performs data entry and management of the athletic teams in the computer database.

Resolves issues that arise in programs and troubleshoots concerns with parents and coaches.

Updates, maintains and displays sports standings during the season.

Organizes and prepares sports equipment for distribution to coaches.

Knowledges, Skills, and Abilities

Knowledge of philosophy, principles, practices, and methods in coordinating and operating successful recreational, cultural, athletic and leisure time programs which meet community needs and the social and behavioral characteristics of program participants.

Knowledge of standard resources, materials, and facilities utilized in a public recreational program.

Knowledge of major team and individual sports.

Some knowledge of techniques used to plan, market and evaluate events.

Some knowledge of current literature, trends, and developments in the field of public recreation.

Some knowledge of the application of information technology to the work, including data entry, Microsoft Word and Microsoft Excel.

Skill in the operation of equipment and tools utilized in the work.

Skill in collaborative conflict resolution.

Ability to work with volunteers, youth and families from a variety of backgrounds.

Ability to assign and supervise the work of subordinates and to instruct them in proper work and safety methods and procedures.

Ability to establish and maintain effective working relationships with supervisors, other employees, coaches, officials, and the general public.

Ability to express ideas effectively and communicate effectively in oral and written forms.

Ability to perform accurate record keeping.

 

Physical Requirement

Must be able to perform the basic life operational functions of stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and performing repetitive motions.

Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/up to 10 pounds of force constantly to move objects.

Must possess the visual acuity to operate equipment and hand tools, operator a computer, maintain records, and inspect recreational facilities.

 

Desirable Education and Experience

Graduation from a four-year college or university with a Bachelor’s degree in Physical Education, Recreation, Athletics or related field and experience working in a similar capacity in a municipal parks and recreation program; or an equivalent combination of education and experience.

 

Special Requirements

Possession of a valid North Carolina driver’s license.

 

Salary range is $15-$18, depending on experience. Variable work hours ranging from 10-15 hours a week.  Peak seasons may require more hours during the work week.  Applications can be found online or at City Hall.
