About the Program

To assure the safety and quality of drinking water, the Environmental Protection Agency requires all municipalities to provide a program to improve the quality of stormwater runoff. Stormwater consists of runoff from roads, roofs, sidewalks, and other impervious surfaces when it rains. It often carries pollutants like oil, grass clippings, fertilizer, and other debris into our drinking water supply.

The EPA does not provide money to fund this mandated stormwater program. The City of Lowell's stormwater fee funds the stormwater program to be compliant with these regulations and safeguard our community through improving drainage systems and improving stormwater runoff pollution.
